DILG Talisay City


 

 

Brief History



On July 2, 1987, executive Order No. 262 was issued. It provided for another Department reorganization. It expanded the functions of the Department to include assisting the President in the general supervision over local governments, in promoting local autonomy, in encouraging community empowerment, and in maintain public order and safety services. Thus, it paved the way for the redefinition of the role of DLG in the overall government set-up. Consequently, some offices in the existing Department were abolished. While others were created as part of the streamlining process.
 

Finally, Republic Act No. 6975 reorganized the DLG into what is now, the Department of the Interior and Local Government (DILG).

 

This last major change occurred, in compliance the Constitutional provision, for the establishment of “one police force which shall be national in scope and civilian in character, to be administered and controlled by a National Police Commission.” It is also in response, to major shifts in public policy and attitudes that increased support, for devolution and decentralization of powers to local governments.

Under the same law, the fire and jail services were detached from the national Police Force, and constituted as separate bureaus under the Department. At the same, the statute created a premier educational institution called the Philippine Public Safety College for the human resource development of police, fire and jail personnel.

 

The full significance of these recent substantial changes, is the realization of the general intent to decentralize power, to expand the role of local government units towards local autonomy, and to create a basis, form which the national and local governments in active partnership, could speed up development efforts.

Functions of the DILG:

 

1. Assist the President in the exercise of his power of general supervision over local governments;


2. Administer Department programs and projects including the following;


- Undertake Research and Development studies for policy making and legislation relative to local governance and on public order and safety.


- Formulate and implement a comprehensive human resource capability program for Department personnel and clientele.


- Provide a comprehensive project assistance program to enhance local government development.


3. Promote peace and order and ensure public safety;


4. Monitor and evaluate the implementation of the Local Government Code of 1991;


5. Promote the participation of citizens, NGOs, POs and private sector in local governance including maintenance of public order and safety;


6. Initiate and maintain a system of consultation and coordination among NGAs in providing services and resources to LGUs;


7. Provide technical assistance, consultancy and brokering services to LGUs, local institutions and local government units; and


8. Perform such other functions as directed by the Secretary.

 

 

Department Structure:

 

The DILG is divided into two sectors:

 

A. The Interior Sector – responsible for planning, implementing, monitoring, and evaluating of policies/ plans/ programs/ projects and budgets pertaining to peace and order and public safety. It is composed of the following bureaus/ offices: the National Police Commission (NAPOLCOM), Philippine Public Safety College (PPSC), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Philippine National Police (PNP).

 

B. The Local Government Sector – responsible for planning, implementing, monitoring, and evaluating of policies/plans/programs/ projects and budgets pertaining to local autonomy, decentralization and local governance. It is composed of the following offices: the Bureau of Local Government Development (BLGD), Bureau of Local Government Supervision (BLGS), National Barangay Operation Office (NBOO), Office of the Project Development Services (OPDS), Office of Public Affairs (OPA), the DILG Regional and Field Offices and the Local Government Academy (LGA).
