August and assiduous body, Sangguniang Panglungsod, friends and guests, good day! Today, Talisay City has a very historic event.

The Mayor and Sangguniang Panglungsod have the blessing of privilege in indwelling a newlybuilt institutional landmark, our New City Hall if not the most strategic tourist attraction, but the most beautiful city hall throughout region seven. 

I found in the Holy Book that the civil government is also established by God; as the church cares for the souls, likewise the government serves the physical and social welfare of the people.

In running the government, I am reminded by a writer with his story about a small wooden engineless boat, which dared to cross the Pacific Ocean. Each crew member held every rope to sustain balance against the pinnacle of smashing waves.

Everyone was at wary and vigilant in encountering every sudden attack of turbulent winds and waves.

Then the rough waves had gone. The sea becomes calm. And then intervally every crew left the stint. They parted from each other. They returned to their quarters and abandoned their important duties.

But surprisingly, the officers saw the unrelintless gushing of flood inside the boat. Three to four wooden planks yielded in to unattended small holes that welcomed entry of water.

The boat sank and many members of the crew were lost in the vast bosom of the ocean.

These men sailed and won over the offensive waves because they were in on their duties.

In times when there were hardships they were united and close to each other.

But in time of peace and security these men disregarded vigilance and discipline. This laxity caused their downfall.

I would not entertain a fear that we will become like the crew of the said boat.

We must inflame our vision for Talisay. “ With a vision a person, an organization or a nation can flourish. But without a vision as the Bible says a city will perish.”

We don’t dream an impossible dream. But all success started with a dream. We have faith in the Almighty Father that He will use us for His divine purpose.

As a saying goes “ Amores son obras, non son buenas rezones.”
True Love is expressed by deeds not by words.

Here are our 9 tenable point programs for vitality and progress of Talisay City.

1.) Unity among us, under the yoke of unselfish servanthood for the betterment of Talisay. The cause of true unity is loving one another.

2.) Self-reliant by enhancement of our ways and means for stable resources.

3.) Clean moral and physical environment. We shall strive to live up uprightness of life. Help Talisay physically clean by our proper waste disposal; management, adequate sewerage and protect river and seas.

4.) For safety of lives and lighten traffic flow. We must construct new market and improve traffic management.

5.) Uphold peace and order; Let us diminish or annihilate illegal drug traffickings and illegal gamblings in the rule of law.

6.) Let us help relocate and grant the landless and the homeless unfortunate brothers.

7.) Health is the foundation of progress. let us bring medical care to the sick to remotest barangays.

8.) Education is the greatest legacy we can bequeath to the youth. We must build education facilities and hire teachers who cannot be financed by the DECS.

9.) Women enhancement: create livelihood, by opening trainings and seminars preparing skills for productive enterprises. We shall organize cooperative to drivers, fisherfolks etc.

I will wind up my message with this adage.” As we gather today is just the beginning, as we keep together is a progress but when work together is a success. ” Thank you! ”
